TCTC EXECUTION FRAMEWORK

 

  1. Introduction & Vision

As India moves towards a Viksit Bharat, the question is no longer only whether our children are learning more, but whether they are learning to think better. In an age shaped by artificial intelligence, information overload, and rapidly shifting realities, the ability to think critically is becoming a foundational human capability. The students who will thrive will not simply be those who know more, but those who can question assumptions, examine evidence, identify the real problem, and arrive at reasoned conclusions.

The Times Critical Thinking Championship (TCTC), an initiative by The Times of India inspired by the Times Foundation, seeks to translate this need into a structured national programme. TCTC is not merely a competition; it is a large-scale learning intervention designed to build a culture of inquiry, reasoning, and reflection across schools.

  • Round 1: Written + digital assessment (in-person / digitally administered)
  • Round 2: Video-based assessment

Execution Model

Round 1 is a high-scale screening stage:

  • In Top 8 cities ( Delhi-NCR, Mumbai, Bengaluru, Chennai, Kolkata, Hyderabad, Ahmedabad, Pune ) : in-person written assessments via Teach India
  • Rest of India: digitally administered assessments with video protocols

This ensures both reach and integrity.

Round 2 is conducted through structured video-based assessment, enabling evaluation of reasoning, articulation, and depth of thinking. The system can comfortably assess  students, if required, ensuring flexibility if a larger pool qualifies.

Filtering Logic

Round 1 uses a 10-question format across five domains. Based on the 2025 pilot (2 lakh students), the difficulty level ensures that achieving full marks is a meaningful benchmark. If qualifiers exceed 1,000, a larger pool will be absorbed into Round 2, where deeper evaluation takes place. This ensures that no high-potential student is eliminated prematurely due to the constraints of a single screening round.

Execution Backbone

The programme is anchored in TOI’s Teach India network, which has engaged over 1 crore students across 31,000 schools, supported by 100 Master Trainers and 500+ Trainers. This provides the local presence, school partnerships, and operational capability required for national-scale execution.

  1. Participation Criteria

TCTC is open to students from Classes III to XII, structured across three tiers:

  • Tier I: Classes III–V
  • Tier II: Classes VI–VIII
  • Tier III: Classes IX–XII

The programme is open to all schools across India, including government, aided, and private institutions, across all Boards.  TCTC will also be conducted in select regional languages, recognising that critical thinking transcends linguistic boundaries, while maintaining uniform evaluation standards. Students can participate through a user-friendly TCTC website, ensuring easy access and registration.

Annexure 1: Assessment Design & Structure

The TCTC assessment framework is anchored in five core domains of critical thinking. These domains have been selected because they reflect foundational thinking skills that students need not only for academic success, but also for life in a complex and rapidly changing world.

Domain 1: Distinguishing Fact from Opinion

This domain tests a student’s ability to separate verifiable information from personal belief, interpretation, or assertion. In an age of information overload, this is a foundational civic and intellectual skill.

 

Domain 2: Distinguishing Correlation from Causation

This domain assesses whether students can understand the difference between two things occurring together and one thing actually causing the other. It is essential for sound reasoning and for avoiding false conclusions.

 

Domain 3: Identifying the Core Problem

This domain examines whether students can move beyond surface symptoms and identify the central issue that requires attention. It is a key problem-solving skill and an important marker of structured thinking.

 

Domain 4: Testing Assumptions and Drawing Inferences

This domain evaluates a student’s ability to recognise hidden assumptions, examine whether they are valid, and draw reasonable conclusions from available information. It helps measure depth of thought and analytical maturity.

 

Domain 5: Evaluating Arguments

This domain focuses on the ability to assess whether an argument is logical, well-supported, and persuasive. It develops the habit of examining claims critically rather than accepting them unthinkingly.

Shortlisting Principle

Round 1 is designed as a high-scale screening mechanism, where the focus is on identifying students with a clear and accurate grasp of fundamental critical thinking concepts across all five domains.

This stage ensures:

  • Objectivity and ease of evaluation at scale
  • Uniformity across geographies and assessment formats
  • A strong foundation for deeper evaluation in subsequent rounds

Progression across stages is based on balanced performance across all five domains, rather than strength in only one or two areas.

Students who demonstrate consistently strong performance across domains qualify for the next stage

Standardised rubrics are applied across all stages to ensure that the evaluation process remains consistent, fair, transparent, and auditable.

 

2. Round 2: Video Assessment Rubric

Round 2 introduces a deeper level of evaluation. While Round 1 is based only on correctness of response, Round 2 is designed to assess not only whether a student arrives at the right answer, but also how the student thinks, explains, and engages with the question.

Round 2 Focus

3. National Semi-Final Evaluation (DPS R.K. Puram)

At the National Semi-Final stage, the evaluation framework builds upon earlier rounds by increasing the weight assigned to quality of thinking and articulation, while retaining a structured and auditable scoring system.

4. National Final Evaluation (Pradhan Mantri Sangrahalaya, New Delhi)

The National Final represents the culmination of the TCTC journey and is designed as a live, high-engagement evaluation format.

The top finalists will participate in a structured, jury-led live quiz and interaction, where they will be assessed in real time on their ability to think, respond, and engage under dynamic conditions.

The evaluation at this stage will:

  • Build on the five core domains of critical thinking
  • Test the ability to apply concepts in unseen, real-time scenarios
  • Assess clarity of thought, speed of reasoning, and composure under pressure
  • Evaluate how effectively students can articulate, defend, and refine their ideas

While the underlying philosophy of structured evaluation remains consistent, the Final introduces a more holistic and performance-oriented assessment, reflecting real-world decision-making environments.

The Final will be conducted at Pradhan Mantri Sangrahalaya, culminating in the selection of the Top 3 National Winners.

Annexure 3: Governance, Fairness & Audit Mechanisms
